
Statutory Authorization
1.0 Kansas Statutes Annotated (K.S.A.) Sections 74-3209 through
74-3216 authorize the Board of Regents to promulgate regulations for the
control of parking and traffic on the University of Kansas School of Medicine
- Wichita campus and establish misuse fees for violations of the regulations.
In addition to the internal misuse fee, K.S.A. 74-3215 provides for prosecution
of regulation violations as misdemeanors in the District Court of Sedgwick
County with a maximum fine of $25. Kansas administrative regulations, Chapter
88, Article 4, provides regulations for governing traffic and parking facilities
at State colleges and universities. Since the State budget does not provide
funds for support of Parking Services, it must therefore be self-supporting.
General Regulations:
1.2 The University of Kansas, through the Board of Regents and its administrative officers, may, by State law, establish parking rules and regulations. Any motorized vehicle operated on the property of the University of Kansas is subject to all regulations governing parking at the institution.
1.3 The Chancellor of the University of Kansas or his designated representative is empowered to create, modify, or prompt parking in controlled areas of the campus. Any area so created or modified shall be posted with appropriate signs stating the type of permit or restrictions pertaining to the use of the area. Permit holders at the University of Kansas School of Medicine-Wichita may have similar parking privileges on the Lawrence campus and the Kansas University Medical Center at Kansas City, KS. except in blue-coded areas.
General Regulations
2.0 The general regulations for vehicle parking at the University of Kansas School of Medicine-Wichita are designed to provide an equitable assignment of parking privileges and maximum use of all parking areas consistent with the best interests of the population at the medical school, including faculty, staff, students, patients and visitors.

Student, Faculty and Staff Parking
2.1 The university maintains parking facilities to meet the needs of faculty, staff and students. A parking permit does not imply or guarantee a specific parking space at any particular time and parking privileges may be modified or preempted by the authority of the Chancellor of the University. The university assumes no responsibility for security of vehicles or their contents while moving or parked in areas subject to university jurisdiction.
Guests and Visitors Parking Permits:
2.2 Temporary parking permits may be issued to guests or small groups who are visiting the KUSM-W campus for classes, seminars or other related business hosted by any department directly affiliated with the University of Kansas School of Medicine-Wichita. The visitor - temporary parking permit must be requested by the department hosting the event, and will be issued for no more than one week. The department may request no more than 10 temporary parking permits for the tan lot. If a larger number is necessary, additional temporary parking permits will be issued for the orange lot.
Application for Parking:
2.3 Parking privileges at the University of Kansas School of Medicine-Wichita are determined on a first-come, first-served basis. The Parking Committee reserves the right to alter or revoke permit assignments as the needs of individuals or the university community changes. Falsification of any information for the purpose of obtaining a parking permit or repeated violations of rules and regulations may result in the forfeiture of all parking permits and fees.

Parking Permits
2.4 Parking assignees shall, upon payment of the scheduled fee, receive a parking permit sticker. This permit shall be valid only when permanently attached to a vehicle registered with Facilities Management and in the manner specified on the sticker or by Facilities Management. Parking is allowed in designated areas only. Permits are required in color coded parking lots between the hours of 8:00 AM – 4:00 PM Monday through Friday (except state holidays). A parking permit entitles the assignee to park only in zones or lots designated by the permit as follows:

- Tan Permit: Vehicles displaying the Tan permit shall be entitled to park in either the Tan or Orange parking lots. Subject to modification, the parking permit classifications and parking privileges are shown for the Wichita campus only.
Tan Lots include:
- The parking area north of the campus building bounded by Minneapolis street on the east, 10th street North on the north, and the Kansas street extension on the west.
- The parking area west of the Roberts Research building south of 10th Street North.
- Orange Permit: Vehicles displaying the Orange permit shall be entitled to park in the Orange lot only. The Orange Lot is located on the northeast corner of 10th Street and Minneapolis Street. Permit holders shall not park in the stalls on the east side of the lot (the stalls are reserved for the Sedgwick County Forensic Science Center).
- Red Permit (student): Vehicles displaying the Red permit shall be entitled to park in either the Tan or Orange lots in addition to the Visitor lot located on the south side of the campus on Kansas Street.
Handicap Parking
2.5 Vehicles parked in handicap marked stalls shall display either an official handicap parking permit which is currently valid, or shall bear a handicap license tag of the type and manner required by Kansas state law. All handicap parking is restricted to authorized use 24 hours per day.
2.6 Faculty, staff and students with permanent health disabilities may park in any handicapped-designated parking space if the vehicle has a State-issued handicapped permit. For a temporary handicap that impairs mobility, a temporary handicap permit may be issued after a written recommendation from a physician has been submitted to Facilities Management.
Sold or Traded Vehicles
2.7 Replacement permits: Prior to selling or trading a vehicle, all University of Kansas parking permits shall be removed. Persons who have purchased a parking permit for a vehicle shall receive a permit for a replacement vehicle if identifiable remains of the original permit are presented to Facilities Management. Persons unable to comply with this requirement must submit a statement that the original permit has been destroyed. The charge for a replacement permit is $1.00.
Lost or Stolen Permits:
2.8 The university is not responsible for lost permits. Lost permits can only be replaced by purchasing a new permit at full fee. Stolen permits can be replaced by submitting a police report of theft and a replacement fee of $1.00. A stolen permit is defined as one illegally removed from the vehicle.
Mutilated Permit:
2.9 Display of mutilated permits is a violation. (Sec. 6.2) Replacement charge is $1.00.
Courtesy Permits:
2.10 Courtesy parking will be authorized on a limited basis by Facilities Management. A courtesy permit may be obtained if this service is needed for more than one day. If a permit holder is using a vehicle not registered with Facilities Management, they may have a "no permit" fine canceled if they contact Facilities Management on that day. Courtesy parking can be denied at the discretion of Facilities Management
- New Employees: New employees may receive a Courtesy 30-day temporary
parking permit for the Tan lot if the employee is accompanied
by their supervisor, or
by completing the Temporary
Parking Permit - New Employee form. Please
provide the Facilities office with make, model, year, color and license
tag of the
vehicle that the permit will be issued to.
- Multiple Car Permit: A person desiring parking permits for two or more vehicles registered to the same person must apply for multiple car permits. The fee charged for the multiple-car permit shall be of the cost of one permit plus an additional administrative charge for each car.
Board of Regents Permit:
2.11 Permits are issued to members of the Board of Regents and valid in all surface areas except handicapped spaces and fire lanes.
Patient and Visitor Parking Areas
3.0 Restricted for patient and visitor use twenty-four hours a day.
Loading Zone
3.1 Certain areas of the campus are designated as loading zones and are identified by signs. Loading zones are reserved for delivery vehicles and contractors while performing deliveries or providing services. Employees may also park in loading zones while actively engaged in loading or unloading vehicles.
Special Restricted Parking Areas
4.0 Signs are posted at the entrance of each parking area giving the designation and times which the area is controlled. Parking is restricted to vehicles with permits which authorize parking in that area. Vehicles shall be parked within a marked stall not extending over a marked division indicator when parking bumpers are not present.
5.0 Patients and visitors to the University of Kansas School of Medicine-Wichita are requested to park in designated areas. Use of the handicapped spaces are restricted to vehicles displaying State handicapped identification.
5.1 Service companies who are called to repair or service equipment or provide some other service may use visitor parking if available.
5.2 Library patrons without K.U. permits may use the visitor parking or street parking on Kansas Street.
Parking Offenses
6.0 The person in whose name a motor vehicle is titled or the person who operated it shall be responsible for all violations issued to the vehicle. Visitors are also responsible for violations.
6.1 University Violations: Group I
Fine: $10.00
Group 1 violation fees shall be canceled if the violation is corrected within seven days of the date of the violation. The correction shall be verified by a Security Officer.
- Display damaged or mutilated parking permit.
- Parking permit displayed improperly.
- Parking permit purchased but not properly affixed to vehicle (must be permanently affixed).
6.2 University Violations: Group II
Fine: $25.00
- No parking permit, permit expired more than 10 working days or other authorization for use of parking facilities.
- Parking in an area for which no assigned permit is authorized.
- Vehicle is not within marked parking stall.
- Parking in an area not specifically designated as a parking area for motor vehicles.
- Parking in a restricted area.
- Parking on the wrong side of the street facing traffic.
- Illegally parking in a loading zone.
- Backed into stall.
NOTE: Courtesy reminders of group II violations may be issued to permit holders at the discretion of Facilities Management.
6.3 University Violations: Group III
Fine: $35.00
- Blocking drive, roadway, or legally parked vehicles.
- Restricting normal flow of traffic.
- Parking in designated fire lane.
- Display of forged or altered parking authorization sticker or permit.
- Parked adjacent to (or within 20 feet of) a fire hydrant.
- Illegally parked in an emergency.
6.4 University Violations: Group IV
Fine: $100.00
- Display of forged or altered permit.
- Illegally parking in space designated for handicapped.
University Violations: Group V
6.5 Excessive violator: Vehicle shall be immobilized or towed from
campus and impounded.
Payment of Fines:
7.0 Violation fees are payable at the Facilities office either in person or by mail. Checks shall be made payable to University of Kansas School of Medicine-Wichita. Payment of violations must be received within 14 days of the issuance date. Violation notices shall accompany fine payments.
Late Payment of Fines:
7.1 Late payment occurs if the fine is not received or postmarked within 14 calendar days after issuance of the violation notice. Late payment of violation fees shall result in the levy of an additional $5.00 processing fee for each violation. Individuals with unpaid fines shall be sent a notice 15 days after the date on which the violation notice was issued.
Unpaid Violation Fees:
7.2 At renewal time, any permit holders with unpaid violation fees shall lose their parking privileges until all fees are paid or an agreement to make monthly payments is signed.
Excessive Unpaid Violations:
7.3 Five (5) or more unpaid violation notices constitute excessive violations. Parking any vehicle on campus property after five or more unpaid notices is in violation of these regulations. The vehicle is subject to immobilization or impoundment and removal from the campus. In addition, the Parking Committee may revoke the privilege of parking a vehicle on the university campus.
Towing and Impoundment of Vehicles:
7.4 Vehicles may be towed from the campus at any
time if they interfere with the efficient operation
of traffic
and parking at the University
of Kansas School of Medicine-Wichita. Group
III, IV and V university
violations subject a vehicle to removal from
the campus and impoundment, or
immobilization.
Violations are posted to the record of the
person in whose name a motorized vehicle is titled or
in the name of the
person who has registered the vehicle
with Facilities Management. All charges for
towing and/or storage are the responsibility of that
individual. Facilities
Management shall
release an
impounded or immobilized vehicle after payment
of all unpaid fines or $10.00 or 10% of the
balance due and
a signed agreement to
schedule
payments for
the balance due within 90 days.
Set-Off Procedures:
7.5 If an employee or resident of the State of Kansas owes fines amounting to $25.00 or more which are 60 days past due, Facilities Management shall begin set-off procedures as established by the State of Kansas (K.S.A. 76-741) and the University of Kansas. The unpaid fees will be deducted from the employee's wages.
Appeal of Violation Notices:
8.0 The University Parking Appeals Committee is empowered to review the validity of violation notices. An appeal may be made at the Facilities Management office, or by completing the online parking violation appeal form no later than 4:00 pm on the 14th calendar day after the violation notice was issued. After 14 days, an appeal may be made only if payment for the violation is included with the appeal form. No appeal may be made after 90 days from the date of the violation notice. If the appeal is granted, all payments shall be refunded.
Permit Fees:
9.1 Annual Permits:
- Orange Lot
$55.00 - Staff/Faculty
$35.00 - Students/Residents
- Tan Lot
$100.00 - Staff/Faculty
$85.00 - Students/Residents
- Motorcycle $40.00
9.2 Refunds
A full refund, less $5.00 of fees paid for issued permits, shall be made only if requested within 15 days of the fee payment at the Facilities Management office.
A prorated refund shall be made only after 15 days from the date of payment. The refund after 15 days will be the original fee paid, less $5, less the prorated annual fee for each month the permit has been used. A refund will be paid only upon presentation of the permit.
